In the UK there's a very strong culture of Health & Safety. It's virtually unheard of to find a pool which is not lifeguarded, even in a hotel. (The hotel would bar access during times when the lifeguard isn't there).

There are a lot less pools here, too. Probably to do with the colder climate and lack of outdoor space.

In fact, the Health & Safety culture goes beyond pools to all areas of open water. Nearly every river, pond or lake in the South of the country is surrounded by warning signs telling you swimming is forbidden. Obviously it is sometimes dangerous, but local councils don't trust people to judge for themselves.

There are plenty people who ignore the signs and swim where they can, anyway.

I read somewhere that only 4% of riverbanks are accessible to the public, with landowners, and private fisheries blocking everything off. Bloddy anglers and nimbies...
