In my experience, the most likely reason why this might happen is if there was some "issue" and someone complained. And rather than investigate or deal with the issue, the person in charge just shut the whole idea down. You said it was just you and your friend who got in the dunk tank. Did either of you say anything that might lead someone to believe you weren't totally willing to volunteer? Even if it was misinterpreted, maybe that's the impression someone got. Was there anyone else who didn't go in the tank but maybe felt pressured to? Again, even if you didn't mean to make the feel that way. Did your friend or his parents have some issue that you might not have noticed? Did your parents have an issue that maybe you didn't realize? Did either of you get hurt at all? Or ruin some piece of your clothing or shoes? Did you or your friend accidentally get dunked with your phone or wallet in your pocket? You get the idea.

The other possibility that comes to mind is that maybe there's some rule that the boy scouts have that just says that you can't do a dunk tank. I don't know much about the scouts but I do know they have rules, just like any other group. And maybe that's one of them? Maybe your scoutmaster got "caught" and got told that he has to follow the rules going forward.

For what you can do about it... I really don't know. You can maybe talk to your scoutmaster privately and try to get more info. And maybe share basically what you shared here in your post about how its intended to be all in good fun, and you wouldn't want anyone who's uncomfortable to feel like they're being forced to participate. Other than that, you might just be out of luck.
