There are plenty of places to go in the high country, particularly the Mogollon Rim. The soil there is red clay, which makes very good mud, and the likelihood of heavy rain is greater than in the lowlands.

In metro Phoenix, there's plenty of state trust land, if you have the proper permit (then again that requirement is seldom enforced). There's the Reach 11 Recreation Area with its multiuse trails. I'm sure there are plenty of other possibilities in areas I don't frequent. I know the Apache Junction multiuse trail tends to get some good mud holes when it rains a lot.
