Yes, I've seen how mountains seem to make their own weather. I was at a co-worker's wedding in the high country, and it was snowing as I left. My seldom-used car defroster was making a burning smell, so I turned it off and looked like a fool driving on the freeway with my windows open letting the snow into the car (but at least I could see through the windshield). Then when the road sign read "6000 feet" it just about instantaneously changed to rain, and then when I got to the sign that read "5000 feet" the rain just stopped, and it was just cloudy and calm weather from there down to Phoenix.
