I think they were also IP banned. Which does nothing and one of them actually admitted above to IP ban circumvention.
Without adding user login or at least email address verification to post, it isn't possible to make the people in question stay banned.

Notes/ideas for Felix if he does want to implement email address verification:
This doesn't necessarily mean that people's email addresses need to be published. Users can/should still be given the option to hide their email address. But the user will be sent a verification link after submitting their post which must be clicked on before the post will appear.
It would also be possible to save the verified status of a user in a browser cookie. Then the user would only need to verify once unless they clear their browser history.
Another option that some users might find easier is to send a short code (e.g. 6 digits) to the email address that users must type in, rather than a link to click on. This would be easier for users who type on their computer but who receive their email on a different device like their phone.
