It depends on the type of shorts and what you wear with them. All of mine are based on track/sweatpants or jeans, I don't have any that look like swim shorts.
For example on my last visit to Florida as it was a cool morning before a hot day I went down to breakfast at my hotel wearing Levis 501 shorts and a hoodie. The plan was to change my top later but keep the shorts on as it is not easy to change bottoms when you don't wear underwear. When the family from hell arrived at breakfast a group of us decided to take our coffee out by the pool to finish it there. Needless to say the water was too inviting for some of us.
