It doesn't have the same derogatory, racial connotations here, fortunately. Teachers here use it to emphasise that the student is too immature to be taken seriously; not man enough to be an equal to the adult teacher. It's a way of emphasising that they are in authority over the student. There is nothing malicious about it.
