Getting wet fully clothed is more fun in a group of likeminded people.
You may want to set up a sensible reason or framework for your wet activities.
Possible group activities are:
Livesaving
Some community service organisations, colleges, and universities offer advanced lifesaving/survival swimming courses.
In many lifesaving classes the students are asked to get in the pool fully clothed during training.
You can usually book a lane in a pool for livesaving swimfit sessions.
Get a local lifeguard or pool attendant involved to supervise and train you.
It gives it an official touch.
Lifeguards love to get wet, that's why they do that job.
Water Sports
There are plenty of exciting water sports that get your clothes wet.
Join or start a local canoeing, swimming, sailing or windsurfing club.

Baptisms and Blessings
The Buddhists celebrate their New Year in April with water blessings (Songkran).
In Thailand you'll get soaked in the streets by well meaning revellers as a blessing.
Many Christian groups have fully clothed immersion-type baptisms in the sea or pools.
Be creative.
Start your own group, like the Brothers and Sisters of Aqueous Indulgence, or such.
Parties
Organise Wacky Wet Parties at home or in a hotel.
If you don't have your own pool, ask a public pool if they do pool parties and what dress code they have.
